The term 'royalty-free' means that you can indeed do whatever you want with the item in question. (Including make money off it.)
The hard parts are:
1) Finding loops that are actually royalty-free, since people and companies will try to bait and switch you all the time...
-and-
2) Only using loops that people are unlikely to recognize, because if somebody recognizes a loop, they are sure to assume that your whole track is based on loops, and then they will think you're not very creative. (This is the whole reason why I don't use pre-made loops in any of my songs.)
